Whomever the organization is that can threaten the force of life or injury will be the ones that enforce whatever rules are there. The author of this article can wax on as much as he wants about governments and treaties, but unless there is some kind of a threat of force involved, he’s just hoping along with the rest of us. What about “the whole thing with Mars and what Musk is doing” do you think is “utter nonsense don’t see anyone living in space unless they have to for the purpose of work. That or space/moon/mar is the only place they can afford to live in due to gentrification making good old earth too expensive to live on.
I agree with much of what you say, but I think you might be underestimating the allure. It will definitely attract scientists by the thousands if not tens or hundreds of thousands. I think it will also attract explorers among us. Or even the outcasts. I think it will make for an interesting community, which in and of itself might give it some appeal. Especially if there are return trips and we can get there or back in a reasonable amount of time. For that matter, we might underestimate the tourism appeal as well. It might not ever be a place with tens of millions of humans, but I think it could be a sizable niche community, maybe even reach the millions someday.
