The way I read it, it seems they are implying that they forgot a good deal of the language once they stopped using it frequently. So, in the past they were proficient, but today they are not. I’ve noticed the same with Japanese.

As someone who studied mandarin and was proficient at it when I lived abroad and was actively studying, I never say I “speak” mandarin. I say I studied the mandarin language but fluency and even conversational mandarin are beyond my abilities at this point.
