Any doctor is rightfully wary of taking a healthy functioning organ out of the human body, they can be sued. By all means, I heartily approve of anyone who knows their mind and doesn’t want a child. OP notes she already has some mental health issues, as someone starting menopause, hormone cycles and production fuck with your head. I was going to say she may be able to get a tubal more easily. If she only wants it for birth control,a hysterectomy is an unreasonable step. If there is a medical reason, and she understands the consequences (menopause, libido), that is another situation.
I agree with you but wanted to note that sometimes the body’s natural hormone cycle is not a healthy or consistent one. I think it’s possible that some people with co-morbid mental illness might seek a hysterectomy because of the havoc it wreaks on their mental health to endure the natural hormone cycle. And in many cases, they would have the option of keeping their ovaries for continued estrogen production, or potentially even using hormone replacement therapy if their provider deems it appropriate. I know that menopause is no walk in the park and that it is brutal on mental health.
