Depends on where in Maryland then because I helped some friends of mine get married in downtown Baltimore and they needed at least one outside party to sign as a witness to do so. I was the only outside party member and if I wasn’t able to attend my buddies said they would have paid a homeless guy like $20 bucks to bear witness lol. So not sure if it’s by county then because downtown Baltimore requires a witness and it can’t be the guy officiant apparently.
Not necessarily. A marriage certificate still needs to be officiated by someone and given back to the court for it to be binding. For example, where I live there are no courthouse weddings. No judges in the area officiate. So, you get your marriage license from the court and then have to get an officiant within 60 days.
