I got hit by an out-of-control driver in a construction zone on I-45 south of Houston. I was doing about 60. There were no breakdown lanes on either side of the three main-lanes. Just concrete barriers, which, after a short spin, I hit at about 50 MPH. Totaled the truck. I got a concussion and a couple of minor nagging injuries.

I think the bigger issue is that asking people to consider if they can do it safely when alternative options (in the US at least) are near nonexistent is just not going to happen. Why would someone say “I’m not a good driver” and 1) admit that but also 2) not drive if there is no other reliable transportation? You’re not wrong, but that just goes to show why a lot of similar situations play out the way they do.
