A single design element difference isn’t significant in isolation. Multiple design element differences are, particularly when taken in context. Using your examples, left-facing vs. right-facing head, without any context, isn’t much. However, as noted elsewhere on this thread, the majority of current US government designs using an eagle have it facing to the eagle’s right. The t-shirt design matches the style used in the Nazi photograph by facing the eagle’s left.
