They aren’t that isolated, North Koreans fly in and out of Russia all the time, I’ve see them in groups in the Vladivostok airport. I’m sure the same is true with China, but I don’t have any special knowledge of that. Russia was also hiding its coronavirus numbers while experiencing a sudden rise in “pneumonia” patients. I’m not doubting you, just curious…how do you know the groups you see are North Koreans .
-Kaesong city is on the border with South Korea so no, it’s unlikely that it’s directly related to black-market activities on the border with China. North Korea’s official explanation is that a runaway returned from South Korea carrying the virus. North Korea doesn’t make baseless lies at every breath and get away with it every time. It sounds pretty unlikely, but we’ll have to see how the situation unfolds rather than instinctively dismissing N.Korean claims from the beginning.
