In a previous post on this forum, a lot of WWE wrestlers were mentioned as being capable of having dream matches in NJPW. I believe Randy could do the same. If you doubt me then watch some old Hulk Hogan 90s Japan matches. Even the Hulkster stepped up his game. All of these guys can wrestle but that isn’t their focus in WWE. In the right environment with the right opponents, they can all exceed expectations. Sure some guys may falter but I think most would level up. You hit the nail on the head with the second point — different audiences and cultures. American fans, especially of the time, weren’t interested in hammerlock takedowns.

Hulk always stepped up his game in Japan, that’s where he became an international phenomenon and made shitloads of money, plus he knew the difference between them and the American audiences in that they preferred a more technical style that was faster paced and hard-hitting over the Hulking up matches, he did what was needed to get the crowd to react best to him. Hell yeah, I saw a match of his against Inoki, and it felt like Hogan really knew he had to step it up because Inoki was legit as a wrestler.
