According to the event organizers, they told the crowd to keep a safe distance from the kite but the crowd kept gathering closer. If that’s the case then the parents are at least a little bit responsible for not keepkng their kid further away from the kite. But to me, it sounds like the organizers are just saying that because they don’t want to be sued.
