The same process for takeout food and groceries and studies show both of those activities are very low transmission risk. Plus being indoors makes frequent hand washing an option. Outdoor events can be done safely, but with a lot more variability. The number of people, how food is served, how spaced apart everyone can be, and the issue of needing to eat without masks.
