It is to symbolize the difference of wounds the totalitarian society inflicted on everyone. Certainly, someone who was killed is a victim. Someone who was imprisoned does not enter the “death count”, but is a victim too. People suffering under other kinds of injustice and humiliation or just material deprivation or having their friends and relatives killed or imprisoned come out of this thing badly do. Nearly everyone is somehow broken by that monstrous regime.
