The only real way to fix this situation without impinging on everyone’s freedoms is to put more of a focus on mental health. Make it something that isn’t chastised and something where getting help is seen as a good thing rather than a negative thing. The negativity that comes with you had to see a mental health professional is enough to keep people from seeking help. Once we get rid of that negative connotation then we will be on the road to a better world.

Sometimes seemingly normal people, with normal lives, and 0 evidence of them planning to hurt others reach a breaking point. They are usually older, have the means to fund it, and with no oversight into their lives as far as law enforcement due to a clean history get that idea and just go for it causing massive damage. I’d love to live in a world where this never happened, however the only way for that to happen is to give up our freedoms. Freedom for unlawful searches and basically live in a police state which would be abused.
