Ideally body cam or other footage, but there’s always going to be some circumstances where something went wrong and that isn’t available. In those cases, I’d say 3rd party non-police witness testimony would be acceptable.

The reason I’ve heard is that teachers are instructed to never interfere in fights between students because you’re most likely going to be sued for touching someone’s kid (shitty kids likely have shitty parents who will sue any opportunity they have).
