The system always followed unwritten norms or gentleman’s agreements before that no one ever really abused. The GOP started pushing the boundaries around 2000 IMO. It’s now progressed to a flat out power grab at all costs with zero credibility or accountability. They’ve been planning this for 30 years and prepping the base so they now just go along with it without questioning what’s happening.
