t is likely that rural areas don’t carry even 10-20% the volume of mail that urban areas process. But that would be why to slow down or delay tactics would be their weapon of choice. Rural areas probably don’t use a lot of overtime, they can process the day’s mail all in one run, and mail often doesn’t need to be rushed out late or be left on the floor. So yes their tactic probably disproportionally affects urban areas. This will be their reasoning. But that is exactly why they chose their tactics.
One thing these people seem to misunderstand about how mail processing works is that ultimately most mail and packages get routed through the large centers that happen to be in “blue urban areas”. Just like Internet traffic has to get through those, uh, “urban areas” because that’s where the main nodes happen to be, built there because that’s where most people are.
